Noyan Mutlugil is born and raised in Istanbul along the stunning waterfront of the Princess Islands of the Marmara Sea,further developed his yachting adventure, where he started by sailing in his childhood, and turned his passion for the sea into his profession in the following years, made yachting his professional job..
He started his yachting life by building a yacht and later became a well-known name in his field by specializing in yacht charter, yacht sales and charter management.
In addition to having documents such as Stcw certificates, Yacht Master's license, SAR certificate, SRC, Rib Master License, he is specialized in yacht management.
He is the founder member of TYBA(Turkish Yacht Brokers Association) and YBA(Yacht Brokers Association) ,still board member of TYBA as Vice President. He is also member of AYCA(American Yacht Charter Association) ,CYBA(Charter Yacht Brokers Association) ,IYBA(International Yacht Brokers Association),in addition to these he has been accepted as a member of the European Committee for Professional Yachting (ECPY), becoming the first Turkish yachting professional to join this organisation.
He used to be the TYBA Contract Committee Chair and by holding committee meetings covering the most important issues for commercial yachting for about 1.5 years, he organized the TYBA Charter Contract, which was held for the first time, and introduced it to the yachting sector.
He is also a lecturer in the Marina and Yacht Management department at Piri Reis University -Maritime Vocational School and teaches industry professionals as an instructor in many courses related to yacht management.

After completing her studies in European Union Relations, she graduated from Bahçeşehir University’s Faculty of Law, attending both its Istanbul and Berlin campuses. She further specialized in the field by obtaining a diploma in Maritime Law.
For over a decade, Braggiotti has been actively involved in various aspects of the maritime industry. She focuses particularly on managing investments for foreign investors in Turkey, offering tailored legal consultancy and strategic solutions.
With her international background and extensive knowledge of the maritime sector, Braggiotti provides comprehensive services to meet the diverse needs of her clients. Her expertise in both local and international maritime law ensures top-tier support for stakeholders in the industry.

Elçin, whose sea has always been a central element of her life, achieved regional success in swimming throughout her childhood. Coming from a family with a deep-rooted maritime tradition in the Black Sea, Elçin Temel entered international maritime law when she participated in the ERASMUS project during her university years in Spain, France and Turkey. After completing her education at the Faculty of Law with honors, she started his career as a lawyer. The training and conferences she attended on Maritime Law became important factors in shaping her professional career. International developments in Turkey's northern and southern regions (Black Sea and Mediterranean), especially in the last 15 years, caused her to turn her focus to International Maritime Law and aimed to be one of the leading figures in this field.
